Organizing and Implementing an Incident Response Plan

Description:
With the HPAI outbreak in 2015 many poultry companies recognized the need to better plan and implement response plans to such incidents and improve collaboration with federal response agencies.
All government agencies are mandated to use a standardized, all-hazards approach and organizational structure when responding to incidents called the Incident Command System (ICS). Although the private sector is not required to use the ICS System structure, companies that are at least familiar with the system are in a better position to anticipate and coordinate with responding agencies. It is recommended that companies establish an Incident Management Team (IMT) closely based on the ICS structure as part of their Incident Response Plan. This CD based guide explains the purpose of incident response planning and provides a comprehensive template to build an Incident Management Team and to plan and track actions during an emergency situation.

Carbon Footprint Estimation Toolkit

Description:
The revised toolkit includes a narrated tutorial to make the emission calculation and record keeping process more efficient.
The toolkit is an Excel based program used to assist facilities in evaluating their carbon footprint and was developed in response to the Environmental Protection Agency's greenhouse gas (GHG) reporting requirements and potential GHG regulatory requirements associated with the Greenhouse Gases Tailoring Rule. The toolkit allows facilities to calculate the emission of GHGs generated by stationary sources (i.e. boilers and generators) by inputting the volume of various fuels used at the facility into a spreadsheet that has been populated with the necessary arithmetic equations. Additionally, the toolkit provides facilities with anaerobic processes operated at wastewater treatment plants with the ability to calculate and log those GHG emissions to evaluate their need to report as required by the Greenhouse Gas Reporting Rule.
Revisions include a tool which allows facilities to calculate emissions generated from its fleet of product delivery vehicles, as well as company automobiles and the personal automobiles of its employees. While emissions generated from mobile sources are not counted when determining the requirement to comply with the greenhouse gas reporting rule, this aspect of the tool will provide a facility the means to calculate its carbon footprint to expanded boundaries.

To help provide answers as to why Concentrated Animal Feeding Operations (CAFOs) are an important part of the poultry industry, U.S. Poultry & Egg Association (USPOULTRY) has created a series of six short videos. The series is called Poultry Insight, and the videos are a discussion with Paul Bredwell, vice president of environmental programs for USPOULTRY. The video series explains what a CAFO is, who owns CAFOs, potential impact of CAFOs on the environment, how producers manage their operations to avoid adverse environmental impacts, the benefits of CAFOs, and who regulates CAFOs.

Spill Prevention, Control, and Countermeasure Training Program (SPCC)

Description:
The Federal Oil Pollution Prevention regulation sets forth requirements to prevent, prepared for, and response to oil discharges. The primary purpose of Spill Prevention, Control, and Countermeasure (SPCC) Rule is to prevent oil spills from reaching navigable waters, which include streams, creeks, rivers and lakes. According to the SPCC Rule, an "oil" means oil of any kind or in any form.
Facilities that have an aggregate aboveground oil storage capacity greater than 1,320 gallons or a completely buried storage capacity greater than 42,000 gallons and have a reasonable expectation of discharging oil into or upon navigable waters of the United States or adjoining shorelines are subject to the SPCC Rule. Until recently agriculture was exempt but a recent revision extends the requirements of the program to farming operations. The compliance date for farms is May 10, 2013.
USPOULTRY's SPCC Training Program defines the requirements of the rule, identifies facilities affected by the rule, delineates required best management practices to prevent and control spills, identifies SPCC plan requirements, training requirements, inspection requirements and record keeping requirements.

Stormwater Pollution Prevention Training Program

Description:
USPOULTRY funded and created the "Storm Water Pollution Prevention Training Program" video. The video was developed for poultry facilities to provide the initial training required by the EPA and the National Pollutant Discharge Elimination System (NPDES) permitting program.
A comprehensive training video, presented in both English and Spanish, provides the history and rationale behind the development of the NPDES permitting program and also details the requirements of an acceptable Storm Water Pollution Prevention Plan. The training program also includes a general orientation video of the NPDES permitting program.

TRI Reporting Tool

The Environmental Protection Agency's Toxic Release Inventory (TRI) Program tracks the management of certain chemicals that have the ability to threaten the environment and human health. After the September 11, 2001 terrorist attacks a new emphasis in protecting key areas of the country regained attention. One of the interest areas was the food supply. Food is a prime target that can cause a significant disruption in our everyday lives. Poultry and Egg products are no exception. Poultry and egg products are one of the main sources of protein in the nation and it's available to a vast majority of the population within our borders. We in the poultry industry should turn our focus in protecting our industry from the risk of a disruption from our everyday operations.
USPOULTRY has developed a food defense orientation program for poultry and egg processors. USPOULTRY's orientation program focuses on raising awareness on the potential risks that the industry faces and encourage employees to be active participants in protecting products in the workplace. The program offers a short orientation video for plant employees that will help you during training activities in your facility. It also includes a more detailed presentation for managers and key personnel directly involved in the design and execution of the plan. This presentation discusses why you should need to prepare a food defense program, what are the key elements should you take into account and explains why it is important to maintain your plan. The food defense orientation program also includes a resource guide to help you start designing your food defense program and it can help you find additional information that can help you improve your existing program.
Food Defense Programs normally incorporate existing programs like your food safety plan and your access control program. You will realize that several components of your program may be in place and your food defense plan adds additional meaning to what is already being done. Food Defense programs along with the other food safety, employee safety, quality and security programs provides an additional layer of insurance to protect lives, jobs, and your entire business.

Most fleet safety activities focus on preventing on the road accidents and crashes. However, there are notable hazards for truck drivers while out of the cab. U.S. Poultry & Egg Association has developed a driver education and awareness video, "Driver Safety - Out of the Cab". The video addresses exposures to feed haul, live haul and hatchery drivers covering issues such as slips and falls, farm equipment hazards, and exposures from overhead utility lines and can be used for driver orientation or refresher training. While specific operational procedures differ by company, the video contains general guidelines for driver safety.
